What Hydrovac Power Distribution Excavation Is

Hydrovac power distribution excavation across Ontario uses pressurised water to break up soil and a high-flow vacuum to lift the slurry away, exposing buried electrical infrastructure without the blunt-force risk of a backhoe or trencher.

For power distribution specifically, the stakes are different from any other utility. A mechanical strike on an energized cable is not only a costly outage — it is an arc-flash and electrocution hazard to the crew on site.

Locates first. Every excavation begins with valid locates. Under Ontario Regulation 213/91 (Construction Projects), s. 228, the employer must obtain a valid locate and choose a digging method that prevents contact with a buried utility before any ground disturbance. Notify the utility owner directly or through Ontario One Call. Locates are generally valid about 30 days (per the joint Electrical Safety Authority (ESA) / Technical Standards and Safety Authority (TSSA) guideline). Where energized electrical plant is present, hand digging or vacuum excavation is the practice referenced in ESA guidance, which points to the Infrastructure Health and Safety Association (IHSA) SPG4 for detailed safe-work procedures around underground electrical utilities.
