Turnkey SUE — Level A

One Call. One Team. Get More Out.

Turnkey subsurface utility engineering (SUE) test holes at Quality Level A. OE looks after all the details — locates and permits, keyhole coring, hydro excavation, backfill and restoration — so your engineer gets the exposure the project needs, and the site is restored to look like the excavation never happened.

Why OE

Turnkey SUE Test Holes From One Company

Why piece together multiple service providers for a subsurface utility engineering project? One call to OE gives fast, easy access to end-to-end services, from coring to restoration.

OE's team works directly with Customers, using the right equipment and resources to get projects completed safely, on time and on budget. OE never contracts the work out to third-party providers.

One Call, One Team

One call gives fast, easy access to streamlined end-to-end services, from coring to restoration.

Never Contracted Out

OE's own crews and equipment do the work; it is never contracted out to third-party providers.

Clear Lanes With Your Engineer

OE performs the non-destructive test-hole exposure; the engineer responsible for the SUE investigation stamps and certifies the deliverable.

Restored Like It Never Happened

The original core is reinstated with Utilibond, restoring the road or sidewalk to its original state.

What It Is

What Turnkey SUE — Level A Includes

Subsurface utility engineering sorts utility information into four quality levels. Quality Level A, the highest, comes from exposing the utility and measuring its precise horizontal and vertical location.

Quality Level A test holes are dug at key locations, where the exact size, material type, depth and orientation of a utility are crucial to the design. Minimally intrusive excavation is used to limit the risk of damaging the utility. OE's turnkey service delivers that exposure as one package: OE obtains the locates and permits, cores the hard surface, hydro excavates the test hole, backfills it and restores the surface.

For how OE's hydrovac crews expose a utility for Quality Level A data, see Subsurface Utility Engineering (SUE) Support.

Clear lanes with your engineer: Subsurface utility engineering is an engineering practice. The engineering firm responsible for the investigation stamps the utility information and accepts liability for its quality. OE provides the non-destructive field exposure and the site work around it; OE does not certify the SUE deliverable or assign quality levels.

Applications

Where Turnkey SUE Test Holes Fit

Quality Level A exposure where the project needs certainty about what is underground.

Pre-Construction Investigation

Uncovering utilities that may impact a construction project before it starts.

Early Design-Stage Data

Test holes early in planning, when an SUE investigation brings the greatest benefit.

Test Holes at Key Locations

Exposure where a utility's exact size, material type, depth and orientation are crucial.

Depth & Position Verification

Precise horizontal and vertical location, measured at the exposed utility.

Asset Management Data

Upgrading utility records to Quality Level A in critical areas or on critical infrastructure.

Roads & Sidewalks

Keyhole test holes through hard surfaces, with the original core reinstated.

Residential & Landscaped Sites

Homeowner notifications when required, and restoration of flagstone, interlock, decking and sod.

Challenging Excavations

Difficult sites, where OE's experience with the most challenging excavations counts.

The Integrated Difference

One Company From Coring to Restoration

A turnkey test hole means one mobilization: the locates, permits, coring, exposure, backfill and restoration are carried by one team instead of separate contractors.

up to 10%
Cost Savings
When locates, coring, test holes and restoration are booked as one job.
50%
Productivity Gains
No waiting between separate contractors for each step.
200+
Fleet Units, One Company
Coring machines, hydrovacs, U-Fill trucks and stone slingers from one fleet.
100%
Hydrovac Waste Upgraded for Value-Added Use
OE's 2025 result across its hydrovac work.

Bundling the locates, permits, coring, Quality Level A exposure and restoration into one mobilization is where OE's LEAN approach pays off: up to 10% cost savings and 50% productivity gains when Customers book the full job with OE. OE runs integrated operations from 6 Ontario locations, and co-location reduces travel, emissions and cost. OE's NextGen units are still working trucks, but roughly ten decibels quieter than conventional ones.

How It Works

A Turnkey Test Hole, Step by Step

How a keyhole test hole runs, from coring to restoration.

Step 1: an OE crew lowers a coring machine to cut a round opening in the pavement

Coring

Keyhole coring cuts a small opening in the road or sidewalk, giving the vacuum excavation crew quick, safe access with minimal disruption to the hard surface.

Step 2: two OE crew members hydro excavate through the cored opening with a vacuum hose

Hydro Excavation

High-pressure water and a high-flow vacuum remove the soil safely and without damage, exposing the utility while protecting underground infrastructure.

Step 3: stone is placed into the test hole from a truck chute to backfill it

Backfill

The test hole is backfilled, supported by OE's on-demand U-Fill concrete trucks, stone slingers and dump trucks.

Step 4: OE crew members set the original pavement core back in place with a bonding compound

Reinstatement

The existing core is reinstated with Utilibond, restoring the road or sidewalk to its original state with minimal disturbance to its structure and appearance.

Common Questions

Turnkey SUE FAQ

Answers to the questions OE's sales team hears most often.

What does Turnkey SUE — Level A include?
Everything needed to deliver Quality Level A test holes: locates and permits, hard-surface road cutting and coring, hydro excavation, backfill, restoration (the original core, sod, or a hot or cold patch), and project management and scheduling.
Does OE certify the SUE deliverable?
No. Subsurface utility engineering is an engineering practice: the firm responsible for the investigation stamps the utility information and accepts liability for its quality. OE provides the non-destructive exposure and the site work around it, in clear lanes with your engineer.
What is Quality Level A?
It is the highest of the four quality levels used in subsurface utility engineering: the precise horizontal and vertical location of a utility, obtained by exposing it and measuring it, usually at a specific point. Minimally intrusive excavation is typically used to limit the risk of damage. OE's SUE support page explains how OE's hydrovac crews do the exposure.
How long do locates take in Ontario?
Requesting a locate through Ontario Dig Authority is free and required by law. Single-address requests are completed within 5 business days, and advanced requests covering multiple addresses or larger work areas within 10 business days. OE obtains the locates, or uses alternate locate agreements where they apply.
How is a test hole restored?
OE reinstates the existing core using Utilibond to restore the road or sidewalk to its original state. Soft surfaces are reseeded or re-sodded, and OE also restores flagstone, patio stone, interlocking brick, concrete, asphalt and wooden decking.
Who looks after the permits?
OE obtains the required permits. Municipalities control work in their road allowance: in King Township, for example, a Road Occupancy Permit is required for all activities within the municipal right-of-way, which includes the road, sidewalk and boulevard.
