Why OE

From Digging to Disposal — One Company

OE views hydrovac waste as a valuable resource awaiting its next use. OE disposes only at sites that hold an Environmental Compliance Approval (ECA). One call. One team.

By combining hydrovac excavation, road cutting and coring, U-Fill services, aggregate and sand delivery, surface restoration, support vehicles and crews, and soil disposal and recycling under one company, OE eliminates the inefficiency, the redundant travel and the coordination overhead that come with multiple subcontractors.

What It Is

What Is Hydrovac Soil Recycling?

Hydrovac soil recycling refines the slurry a hydrovac collects into usable, saleable products — keeping valuable materials in productive use rather than sending them to landfill.

Waste collected at the job site is unloaded at the soil recycling facility. There it is separated and sorted into aggregate, sand, silt and clay, and the water is separated, cleaned and reused throughout the process and to refill hydrovac trucks. Silts and clays are converted from waste into clean fill. Fine aggregates and sand are washed and extracted to meet the Ontario Provincial Standard Specification. The recycled products return to the construction supply chain.

Clear lanes under Ontario's excess soil rules: OE meets its requirements for the safe testing, handling and disposal of hydrovac waste under Ontario Regulation 406/19, and disposes only at sites that hold an Environmental Compliance Approval (ECA). Under the same regulation, project leaders file notices on the Excess Soil Registry where they apply, and a Qualified Person carries out soil characterization. OE's role is the excavation, transport and disposal of the material.

Common Questions

Hydrovac Soil Recycling FAQ

Answers to the questions OE's sales team hears most often.

What is hydrovac soil recycling?
It is the refining of hydrovac slurry into usable, saleable products: clean fill, premium-grade sand and reclaimed water. The waste is separated and sorted into aggregate, sand, silt and clay, and the water is cleaned and reused throughout the process and to refill hydrovac trucks.
Where does OE take hydrovac waste?
OE utilizes a state-of-the-art, ECA-approved soil recycling facility in the central GTA, and disposes only at sites that hold an Environmental Compliance Approval (ECA). The central GTA location removes the need to travel to rural dump sites, and quick, safe unloading gets trucks back on the road to the next job site faster.
What does "ECA-approved" mean?
An Environmental Compliance Approval (ECA) is issued by Ontario's Ministry of the Environment, Conservation and Parks. A site that receives and processes waste such as hydrovac slurry must operate under one, and the approval sets the conditions it operates under.
Who handles the O. Reg. 406/19 paperwork?
Under Ontario's excess soil regulation, project leaders file notices on the Excess Soil Registry where they apply, and a Qualified Person carries out soil characterization. OE meets its own requirements for the safe testing, handling and disposal of hydrovac waste under the regulation.
Can the recycled sand be used on my project?
OE's recycled sand is a premium-performance pipe bedding sand, washed to meet the Ontario Provincial Standard Specification. With a slightly higher moisture content, it packs quickly and densely, with less sinkage and fewer effects from freeze-thaw contraction than traditional sand products. It is a saleable product that returns to the construction supply chain.
Why book disposal with OE rather than a separate hauler?
Combining excavation, restoration, and soil disposal and recycling under one company eliminates the redundant travel and coordination overhead that come with multiple subcontractors. The result is faster projects, lower coordination cost, and a single point of accountability for safety and quality.
