What Controlled Low-Strength Material Is

Controlled low-strength material (CLSM) is a flowable, cement-based backfill that places itself — poured straight from the truck into a trench or void, it self-levels and self-compacts with no mechanical tamping. Once set, it forms a firm, settlement-resistant mass that supports the surface above without behaving like structural concrete.

The "controlled low-strength" part is the point: the mix is engineered to a deliberately low compressive strength so the fill can be dug back out by hand or backhoe years later when a utility needs servicing — without jackhammering. That makes CLSM the preferred alternative to compacted granular backfill in road cuts, congested corridors, and any trench where settlement or future access matters.

Ontario spec note: In Ontario, unshrinkable backfill / CLSM is specified under OPSS.MUNI 1359, with trench placement governed by OPSS.MUNI 401. OE supplies and places CLSM to the governing municipal specification on each job; the mix design and acceptance criteria are set by the Contract Administrator or the Customer's engineer.
